Dray Affordable Housing Consultant provides compliance consulting, advisory guidance, and training related to affordable housing regulatory programs, including the Low Income Housing Tax Credit (LIHTC) program and related housing assistance programs. 

Consulting services may include regulatory interpretation, staff mentoring, file review support, compliance system development, and advisory guidance. Administrative processing services such as tenant application processing, certification preparation, or file assembly are not included unless specifically outlined in a project agreement.

Consulting engagements often involve document review and regulatory analysis. To ensure thoughtful guidance, most consultations are scheduled in advance whenever possible. Routine questions may be submitted via email or Teams message. Responses are generally provided within one business day. Extended consultations, training sessions, and document review discussions are typically scheduled to allow adequate preparation and review time.

When consulting engagements include file review support, the number of files included in the engagement will be specified in the consulting proposal. If additional file review support is requested beyond the agreed scope, services may be expanded by mutual agreement or billed at the applicable file review rate.

DRay Affordable Housing Consultant provides compliance guidance and regulatory interpretation based on applicable program regulations and the information or documentation provided by the client. Consulting services are advisory in nature and do not constitute approval or certification of tenant files, eligibility determinations, or compliance decisions.

The client retains full responsibility for tenant eligibility determinations, certification processing, and operational compliance practices. If the client elects to proceed in a manner that differs from the guidance provided by DRay Affordable Housing Consultant, the client assumes responsibility for that decision and any resulting regulatory consequences.
