Hello! My name is Davina Ray, and I have spent more than 26 years working in affordable housing compliance, specializing in Low Income Housing Tax Credit (LIHTC) and
Project-Based Section 8 (PBRA) programs.
Earlier in my career, I served as a Program Compliance Officer within a state housing
agency, where I conducted compliance monitoring for both LIHTC and Project-Based
Section 8 properties. My responsibilities included reviewing certification files, conducting
Management and Occupancy Reviews (MORs), and working directly with housing
organizations to address regulatory findings and implement corrective action.
During my time with the agency, I collaborated with colleagues to develop compliance
forms and contribute to compliance manuals used to support program administration. I
also worked directly with property managers and housing organizations to answer
compliance questions and provide guidance on regulatory requirements and
documentation standards.
In addition to monitoring and technical guidance, I have contributed to professional
training within the affordable housing industry. I have written and delivered on-demand
compliance trainings, presented at industry conferences, and served as a trainer for
organizations such as NAHRO and Colorado Housing Now.
Throughout my career, my work has focused on helping organizations move beyond
simply identifying compliance problems. Strong compliance programs are built through
education, clear operational processes, and practical systems that support staff in
applying regulatory requirements consistently.
